CIO ansvarar för IT-strategin och att den ligger i linje med kommunens e-strategi. I det arbetet samverkar CIO med en utsedd CIO-grupp som har representanter från kommunens förvaltningar. Gruppen fungerar också som stöd för att prioritera utvecklingsprojekt gemensamt för hela kommunen. CIO har en beställarroll mot IT-funktionen och samarbetar med IT-chef för att se till att olika enheter inom organisationen samordnar sina insatser för att effektivt lösa problem. Det är också viktigt att fungera som en bro för att förmedla teknikrelaterad information och kunskap till de olika verksamheterna. Den snabba förändringen i omvärlden ställer krav på förmåga hos CIO att tänka visionärt och att kunna analysera olika verksamheter och processer.
